REST or GraphQL?

Whichever fits the consumers. REST is often best for public partner APIs; GraphQL can fit complex product clients. The choice should follow usage, not taste.

Can you add auth or SSO?

Yes — OAuth, JWT, SSO, permission checks, token lifetimes, and the logging/security details that tend to matter in review.

Can this be fixed-scope?

Yes. A defined API, webhook system, or integration is usually a good fixed-scope project. Evolving roadmap work can run hourly as staff augmentation.
